POSITION DEFINITION : Subject to direction of Chief Procurement Officer, oversees the preparation and processing of purchase orders in a timely manner to ensure Housing Authority material and service needs are met, receives and distributes inventory, makes recommendations for restocking inventory as needed analyzes and resolves any inventory issues that may arise, disposes of Housing Authority surplus property and maintains accurate inventory records and unit counts. Completes all work in accordance with Housing Authority policies and procedures. Incumbent familiarity with HUD, OMB and State Regulations governing purchasing, inventory and disposal of surplus property is preferred. Inventory Clerk shall retain full accountability and responsibility for protection of the Housing Authority’s inventoried items.

ESSENTIAL DUTIES:

  • Receives general oral or written direction from Chief Procurement Officer.
  • Prepares and processes purchase orders in a timely manner.
  • Assists in implementation of purchasing operation to meet service, supply, equipment, and material needs of all Authority units according to approved purchasing regulations, policies and procedures within approved budget limits.
  • Establishes and maintains files and records.
  • Enforces procedures to receive and process purchase requests.
  • Acts to expedite delivery as required.
  • Coordinates with unit heads on short and long range purchasing needs.
  • Analyzes and advises on availability and quality of goods, equipment, and services.
  • Edits requisitions, and confers with units concerning specifications, quantity and quality of merchandise, and delivery requirements.
  • Prepares specifications, bid announcements, and conducts bidding and award functions for purchases.
  • Verifies compliance with Authority policies and procedures of purchase orders and other purchasing instruments.
  • Coordinates receipt and acceptance of purchases.
  • Coordinates distribution of items from central warehouse and other Authority locations upon request.
  • Makes adjustments with vendors involving materials not conforming to purchase specification.
  • Maintains accurate inventory of Authority fixed assets, materials and supplies.
  • Restocks inventory based on Authority need.
  • Prepares procurement unit budget information for annual Authority budget.
  • Prepares narrative and statistical information for Chief Procurement Officer.
  • Executes the Authority's warehouse operation to efficiently have on hand all equipment, materials and supplies to support the operations of the Authority.
  • Upon direction of Chief Procurement Officer, facilitates conversion of current central warehouse function to just in time material procurement system.
  • Analyzes sales information; conducts surveys; and examines equipment and materials for quality.
  • Administers purchase agreements.
  • Organizes, maintains, and upgrades automated and manual file systems for purchasing information.
  • Prepares Annual Minority, HUD Section 3 and Small Business Contractor and Vendor Report
  • Maintains strict confidentiality on restricted information and files.
  • Performs other duties as required.

QUALIFICATION REQUIREMENTS :

  • High school diploma required, continued education preferred.
  • Three (3) to Five (5) years of increasingly responsible purchasing and/or inventory experience required.
  • Demonstrated ability to maintain accountability.
  • Demonstrated ability to manage changing priorities.
  • Ability to work extended hours in a stressful and demanding environment.
  • Demonstrated ability to apply computer system capabilities to purchasing and inventory operations.
  • Demonstrated thorough knowledge of purchasing and inventory practices and procedures.
  • Demonstrated ability to establish and maintain effective working relationships with departmental officials, vendors, external agencies, fellow employees and the public. This includes demonstrating courtesy and respect for others, a strong customer service orientation, and maintaining a positive professional attitude in representing the proper image of the Authority at all times.
  • Demonstrated ability to negotiate detailed orders of materials, supplies and equipment.
  • Demonstrated ability to prepare detailed specifications of materials, supplies and equipment.
  • Demonstrated ability to perform related mathematical computations.
  • Demonstrated ability to operate forklift and other related warehouse equipment.
  • Demonstrated ability to achieve and maintain a satisfactory attendance record, as defined by the Attendance Policy.

CERTIFICATE/LICENSE: Connecticut Motor Vehicle Operator's License.
