Position Description Title/PD#: Supervisory Management & Program Analyst/ 6712-O

The incumbent of this position will serve as the Associate Chief of Office of Facility Planning and Development (OFPD) with responsibility for OFPD’s service administration, and technical advisor for services at this three-section, multi-faceted, affiliated, tertiary care Health Care System.
The incumbent is responsible for the planning, organizing, directing, evaluating, and management processes for Service Administration programs that include setting qualitative and quantitative standards and standardized work processes. The incumbent develops and provides the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate the Facility Planning and Development programs into the mission of the Health Care System.
The major duties and responsibilities include, but are not limited to:
- Acting as project manager and as a member of multi-discipline teams to accomplish design and construction objectives. Expert knowledge of organizational structure Lean processes, Service Improvement Model (SIM), standard work development, and labor management.
- Ability to lead and direct interdisciplinary teams and to resolve complex policy issues, construction problems, customer service issues, and design details.
- Expert level knowledge of contract law and contract administration principles as they relate to Federal Acquisition Regulations (FAR) regarding design and construction contracts.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The Selective Placement Factor for this position is:
Experience in construction project management in a health care/medical setting. (MUST SUBSTANTIATE)
Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Acting as project manager and as a member of multi-discipline teams to accomplish design and construction objectives.
- Analyzing a wide range of complex and unique problems arising in hospital construction, contracting, personnel management, and complex studies, and present assessment to senior management
- Leading and directing interdisciplinary teams and to resolve complex policy issues, construction problems, customer service issues, and design details.
There is no educational substitution for the GS-13 level.

Physical Requirements:
The incumbent should be able to climb, lift, push, balance, kneel, crouch, crawl, and reach during project inspections and tests.
