Summary
The Human Resources (HR) Specialist is responsible for acquiring the most qualified employees to meet the staffing needs of the program(s) supported. Develops new strategies to attract both qualified internal and external candidates to open positions and ensures a constant pipeline of qualified candidates are available for interviewing. This position works closely with the site management team on determining best recruiting strategies, forecasting staffing needs, customizing skill and testing requirements and implementing high quality interviewing selection techniques. In addition to recruiting responsibilities, the HR Specialist supports HR Administration for the site, including onboarding, employee relations and engagement, performance management, disciplinary, separations and other special projects as needed.
Responsibilities
Talent Acquisition
Develop and maintain strong working relationships with hiring managers and other team members to create a partnership that yields success, predictable results, and credibility.
Learn and understand each position responsible for filling.
Develop and maintain a network of contacts to help identify and source qualified candidates.
Build applicant sources by researching and contacting community services, colleges, employment agencies, and internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport.
Build and maintain the candidate pool; keeping in touch with applicants to build interest in Percepta for future openings.
Post, update and ensure consistency of all internal and external job postings.
Leads candidate selection activities including screening, assessment process and interviewing.
Review resumes and credentials for appropriateness of skills, experience, and knowledge in relation to position requirements.
Provide complete, accurate, and inspiring information to candidates about the company and position.
Prescreen candidates and present to hiring managers for interview.
Coordinate all communication with candidates.
Help with scheduling and logistics of all interviews between candidates and hiring managers.
Works closely with hiring managers and peer Talent Acquisition Specialists to ensure a satisfactory interview process, leaving candidates with a great experience.
Stay abreast of current legislation and policy changes to ensure recruiting activities follow all processes and procedures outlined by Percepta policies and Federal, State, and Local employment law.
Facilitate post-offer process with employees once offer has been accepted.
Conduct on-boarding and orientation with new hires.

HRIS and Benefits
Uses ORACLE (HRIS) to perform employee record maintenance and new hire set up, including personnel folders and applicant input.
Assist with Health and Wellness initiatives and rollout to site.
FMLA/LOA processing.

HR Administration
Resolves routine employee relations issues and complaints. Refers difficult or very complex issues to Sr. HR Manager as needed. Acts as a resource for managers and employees to ensure their understanding and compliance with HR policies and regulations. Keeps management advised of potential problem areas and recommends/implements solutions as appropriate.
Acts as an advisor to supervisors and managers, ensuring legal compliance and resolution of personnel actions and concerns.
Assists employees and managers regarding general issues pertaining to benefits, terminations, policy interpretation, and other HR products and deliverables.
Processes required documents for employee new hire, separations, and changes through Oracle to ensure timely and accurate record keeping.
Assists with communicating changes to employees and conducting employee presentations.
Administers and maintains all personnel files and other miscellaneous data in Human Resources files.
Participates in staff meetings and works to expand level of knowledge in all HR disciplines through on-the-job training, in-house training, self-study, and outside training as available.
Maintains compliance with federal and state regulations concerning on boarding, employment, employee relations, and terminations.
Support and sustain a positive work environment that fosters team performance through own work and behavior.
Maintain confidentiality of all personnel related issues.
Work on activities and/or projects as requested.
Education
Associate’s Degree required, Bachelor’s preferred
Experience
3-5 years’ experience in a high volume recruitment environment (agency recruiting experience a plus)
2-3 years’ administrative support experience required (HR administrative support preferred)
Proficiency in MS Office Products required (Outlook, Word, Excel, PowerPoint)
Human Resource Information Systems (HRIS) experience with Oracle, 1 year or more preferred
Knowledge of sourcing techniques using social media and experience using LinkedIn, Twitter and Facebook to identify and engage talent
Strong (and current) knowledge of all laws and regulations pertaining to employment and equal opportunity
