Job Description
This position manages the business operations of the Enterprise Talent Development (ETD) division to ensure the division’s operations run smoothly and that it remains financially solvent and accountable. The incumbent organizes, integrates and directs the division’s business relationships; oversees the ETD master contract program with private partner/subcontractors who provide consulting services to ETD’s clients in cooperation with or on behalf of ETD; develops and manages the division’s business plan, which is essential to ETD’s success; provides the foundation for ETD’s rate plan; establishes funding requirements; and details the financial statement and financial analysis. The incumbent also manages internal administrative policies and procedures and represents the division with agencies that regulate and support the division’s business and advocates on behalf of the division interests.Qualifications
- Bachelor’s degree in business administration, finance, accounting or related degrees
- At least two years of professional level experience with financial and program management
- At least two years of supervisory or management experience
- Experience with budget management and accounting practices preferably within public sector
- Knowledge of talent development
- Demonstrated written, verbal and interpersonal communication skills sufficient to document and clearly communicate complex information
- High level of human relations skills, discretion, and confidentiality to establish and maintain effective working relationships with all levels of management, staff and external customers.
- Ability to deescalate and resolve issues
- Analytical ability sufficient to analyze data, make projections and anticipate training needs
- Strong organizational skills with the ability to handle multiple and competing priorities in an efficient and effective manner
- Familiar with large employer (10,000+or in an environment of equal complexity) and the complexities that exist in large organizations
- Experience with state government
- Ability to navigate variations of policy, procedures, and processes to appropriately address customer needs
