Environmental Compliance Specialist
Job Description
The purpose of this position is to inspect and review construction sites in York County and enforce compliance with the County's Stormwater Management and Sediment Control Ordinance, Floodplain Management Ordinance and Tree Conservation Ordinance; assist in the implementation of NPDES Phase II requirements; investigate complaints, maintain related records and reports, and perform related work as required.Examples of Duties:
ESSENTIAL TASKS:
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Perform field inspections of commercial, industrial, municipal, and residential construction sites in York County to determine compliance with the Stormwater Management and Sediment Control Ordinance, Floodplain Management Ordinance and Tree Ordinance. Such inspections include all drainage ways or drainage systems and features outside the road rights-of-way, including erosion and sediment control measures, stormwater measures, and water quality measures.
Prepare and submit inspection reports, notices of violation, and stop work orders as necessary; recommend fines for ordinance violations.
Provide technical assistance and information to contractors, engineers, developers, property owners, local/state/federal agencies and others in the planning of new and existing projects and to help ensure implementation of proper sediment control, stormwater management and floodplain management practices.
Receive and respond to public inquiries, requests for assistance and complaints regarding watershed management projects and issues.
Interpret and explain and enforce compliance with applicable local and state codes, ordinances, regulations, standards, policies and procedures, as well as approved construction contracts, plans and specifications; notify proper person(s) of violations and of necessary corrective measures; recommends solutions to problems and provides necessary follow-up to verify compliance; issue stop work orders for non-compliance as required.
Assist the Environmental Compliance Manager and Environmental Compliance Coordinator in the implementation of the educational outreach, storm drain mapping and stormwater sampling elements of the NPDES Phase II program.
Maintain accurate and up-to-date project files for each site permitted or investigated.
Compile data for and prepare a variety of studies, reports, and related information for decision-making purposes as required by the department, County, or other local/state/federal agencies.
Coordinate inspection activities with other departments, contractors, engineers, property owners, state inspectors, outside agencies or other individuals
Survey sites to obtain construction data; collect geographic data and locate new infrastructure features using GPS equipment when needed.
OTHER DUTIES:
Operate and supervise use of the stormdrain camera to locate defects in storm drainage, drinking water and sanitary sewer systems. Operate and maneuver boat to find and inspect illicit discharge points and obtain water samples. Operate a vehicle in areas that are hard to reach and may require four wheel drive. Operate computer, printer, GIS and GPS systems, gauges, survey equipment, and basic office equipment. Maintain assigned vehicle and equipment. Assist in the development and implementation of new software that will aid in the efficiency of inspections and complaints. Perform general administrativeclerical work as required, including conducting and attending meetings, preparing reports and correspondence, reviewing mail and literature, entering and retrieving computer data, sending and receiving faxes, copying and filing documents, answering the telephone. Attend meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills and required certifications.
Typical Qualifications:
EDUCATION AND EXPERIENCE REQUIREMENTS:
Completion of Associate's degree and two years of experience.
CERTIFICATIONS AND LICENSES:
Must possess a valid state driver's license. Must possess or obtain within one year of date of hire, designation as a Certified Erosion Prevention and Sediment Control Inspector (CEPSCI) issued through the South Carolina Department of Health and Environmental Control.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of hydrogeology, physical sciences, ecology and chemistry. Knowledge of environmental protection laws, regulations and ordinance (federal, state and local). Technical report writing. Knowledge of the practical application of engineering. Ability to drive in off-road conditions. Ability to determine code violations and direct resolutions to those violations. Ability to be diplomatic but consistently enforce regulations. Ability to manage workflow. Ability to manage own schedule.

TECHNICAL/PARAPROFESSIONAL: Work involves inspecting, measuring, or comparing to a standard; utilizing special training to perform a defined function; following standardized procedures, techniques, or procedures.
Perform specialized technical work involving data collection, evaluation, analysis, and troubleshooting, or reports on operations and activities of a department, or performs general coordination of individual or departmental activities. This position includes work in quality assurance and compliance activities.
Follow complex rules or systems, using professional literature and technical reports; or enforce laws, rules, regulations, or ordinances.
Communicate with internal and external groups, write manuals and complex reports, persuade or influence others in favor of a service, point of view, or course of action. May develop presentations for specialized audiences.
Perform semi-skilled work involving some set procedures and frequent problem solving.

Requires work involving:
