This position may be under-filled as a Permit Technician II, Grade 17, Salary: $43,866 - $72,189 or

Permit Technician I, Grade 15 Salary: $40,242 - $65,751.

The Department of Permitting Services, Land Development Division, is responsible for ensuring the protection of the County's water resources and the safety of residents through its engineering and inspection functions related to storm water management, sediment control, floodplain management, well-and-septic systems approval, storm drain design, and work in the public right-of-way. The duties will include:

Facilitating and administering the issuance of land development and building permits, assessing and ensuring fees and bonds are properly collected, and that all applicable codes, regulations, procedures and policies are followed.

Coordinating, problem solving, conducting legal/procedural clarification, and research and information gathering.

Interacting with developers, engineers, architects, attorneys, builders, homeowners, staff with other County agencies and with other government entities.

Determining, through customer interaction, the need for and type of services required.

Advising customers on procedural and legal considerations.

Performing sub-professional work to expedite regulatory approvals.

Following-up with customers to assure service delivery.

Assisting clients with complex permitting issues and case management.

The overall work encompasses reviewing and processing various types of land use and walk-through building permits requiring the ability to communicate effectively both orally and in writing.

Minimum Qualifications

Permit Technician III, Grade 19

Experience: Five (5) years of experience in client-advocacy work in a regulatory environment, at least two years of which must have been in a building-permit or land-use setting.

Education: Completion of high school or High School Certificate of completion recognized in the State of Maryland, or possession of a High School equivalency certificate.

Equivalency: An equivalent combination of education and experience may be substituted.

If filled as a Permit Technician II, Grade 17

Experience: Three (3) years of experience in client-advocacy work in a regulatory environment, at least two years of which must have been in a building-permit or land-development setting.

Education: Graduation from high school or High School Certificate of completion recognized in the State of Maryland.

Equivalency: An equivalent combination of education and experience may be substituted.

If filled as a Permit Technician I, Grade 15

Experience: Two (2) years of experience working with clients to assist them in a setting that involves time constraints, financial risks, emotional intensity, and a substantial body of laws and procedures that govern the provision of services.

Education: Graduation from high school or High School Certificate of completion recognized in the State of Maryland.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria
