Lead Medical Support Assistant - Medical Administrative Service
Job Description
LMSA may be assigned to work any of the established/approved tours of duty within Medical Administration Service.
The LMSA performs a variety of administrative functions associated with Veteran care and treatment in one of several clinics performing a variety of medical services:
- Primary Care Clinics, he/she has the foundational role within the VHA Patient Aligned Care Team Initiative. In the primary care setting, patient care is delivered in a team based model known as the Teamlet or PACT Team. The PACT Team provides the majority of the health care needs for an assigned panel of patients.
- Specialty Care Clinics, he/she must have a thorough working knowledge of clinical specialty services which include but not limited to oncology, urology, cardiology, endoscopy, surgical, orthopedic, gastroenterology, gynecology, neurology, optometry, dermatology, podiatry, physical therapy, substance abuse, nutrition, respiratory, pulmonary, rheumatology, endocrinology, pre-admission, ambulatory surgery unit, emergency department, ear nose and throat (ENT) and etc.
- Ward Administration which includes Inpatient Medicine, Surgery, and/or Mental Health wards, Residential Treatment, Community Living Center, and Blind Rehabilitation Center, he/she works closely with the MAS Supervisory MSA, Bed Management System Coordinator, Patient Care Service Coordinator, Nurse Managers, Associate Nurse Executive, Unit Charge Nurses, Clinical Care Coordinator (CCC) and Administrative Officers of the Day (AOD) in providing administrative support to clinical staff requiring appointment scheduling, appointment coordination, and consultative appointments for requested inpatient and outpatient clinical services.
- Specialized Care Team (Mental Health, Gastroenterology, Cardiac Care, Women's Health, Home Based Primary Care, and etc.), he/she serves as a working MSA alongside of other MSA to schedule, cancel, and reschedule specialty care, laboratory, radiological and other ancillary appointments..
- Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3g.)
- Experience and Education
- Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
- Education. One year above high school; or
- Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
GRADE DETERMINATIONS:
Lead Medical Support Assistant (GS-7)
(a) Experience. One year of experience equivalent to the next lower grade level (GS-06).
(b) Assignment. The Lead MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
(c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
1. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
2. Skill in communicating with individuals in order to obtain the desired effect, ensuring compliance with established policies and regulations.
3. Ability to provide staff development and training.
4. Ability to manage staffing requirements, manage priorities, and coordinate work in order to complete duties in an accurate and timely manner. This includes the ability to follow-up on pending issues and demonstrating an understanding of the impact of incomplete work.
5. Ability to review and monitor data to ensure all reports are complete and accurate.

Physical Requirements: The work is sedentary. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts. No special physical demands are required to perform the work. Hearing aids permitted.
