The position is located within the Nursing Service of the Robley Rex VA Medical Center in Louisville, KY. The incumbent serves as primary timekeeper to assure and facilitate payroll processing. The incumbent performs a wide range of payroll duties in the preparation of electronic timekeeping for Nursing Service. Incumbent is responsible for the preparation and accuracy of timecards for approximately 250-300 employees which includes full-time, part-time, intermittent, fee basis for Title 5, Title 38 and Title 38 Hybrid employees. The supervisor provides general guidance on assignments regarding administrative changes, deadlines and priorities. Duties include posting time cards daily; maintaining timekeeping records in accordance with regulation; entering data into computer system; maintaining staff roster for the service; assists with licensure certification of RN's and LPN's, and maintained. Clearing employees; preparing personnel actions; receiving and screening callers/visitors; receiving/distributing mail; typing a variety of reports/documents; filing documents; maintaining inventory of office supplies; and other clerical duties as assigned.

Time-In-Grade Requirement: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-3 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing administrative payroll procedures, computing, recording or coding numbers, timekeeping and preparing reports. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have havecompleted a 4-year course of study above high school leading to a bachelor's degree. You must submit a copy of your transcript. Application materials will not be returned.OR,
Combination: Combinations of successfully completed education and experience may be used to meet total qualification requirements. For a GS-5 level position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement.
To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Only education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level.

1. Ability to apply rules, regulations and procedures governing time and leave for employees representing a broad range of pay plans and categories.
2. Knowledge of VA rules and regulations regarding compliance and business integrity and the ability to prepare correspondence for tour changes and maintain tracking monitors and audits of employees of Medical Service.
3. Ability to coordinate and organize information of activities in order to ensure work is accomplished in a timely manner.
4. Ability to perform office operations and provide admin support (i.e., provide info regarding policy and procedures; maintaining suspense for timely follow-up; prioritizing workload; multi-tasking; orienting staff; assisting office staff).
5. Ability to communicate with a variety of individuals, having a multitude of request and problems

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
