Job Description
The Elections Office of the Registrar of Voters is recruiting for Recurrent Office Specialists who perform administrative support work involving a variety of complex policies and specialized procedures to comply with local, state, and federal regulations related to the election process. Incumbents in recurrent positions are assigned to seasonal jobs during peak election periods.This recruitment is for recurrent positions only in the Elections Office of the Registrar of Voters. Hours of employment will vary depending on the needs of the department. Recurrent employees do not gain regular status.

Conducting elections is both exciting and challenging. Attention to detail is critical, and working as a team is vital to accomplishing successful elections. Regular staff, recurrent staff, temporary staff, and volunteers assist in the variety of complex tasks required to conduct elections. The Elections Office believes that a successful team is a partnership – one that contains the following elements: Clear roles and responsibilities Shared goals and objectives Commitment to excellence A clear communication process A willingness to be open and honest A willingness to compromise Personnel accountability Personal integrity Recurrent Office Specialists may perform various election related assignments included assisting city, school and special district candidates with candidate filings and campaign finance disclosure filings; assisting with the recruitment, placement, and maintenance of electronic records for election workers; assisting with the processing of state and local initiative petitions and nomination documents; assisting with the processing of voter registration updates from various local and state agencies; and assisting with daily, weekly, and monthly voter registration file maintenance activities required for the continued implementation and ongoing file maintenance of the statewide voter registration database.

CONDITIONS OF EMPLOYMENT
A background investigation, including fingerprinting, will be required as a condition of employment for recurrent positions.
Work Schedule: During peak election periods, recurrent staff is sometimes required to work a significant amount of overtime, which can include evenings, weekends (both Saturdays and Sundays) and early morning/late night hours on election day/night.
Travel: Travel throughout the County is required. Employees will be required to make provision for transportation. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.
Minimum Requirements:
Experience: Two (2) years full-time experience performing complex clerical tasks in an office environment. Experience must be comparable to duties performed by a clerical lead worker and/or supervisor, fiscal assistant, or other office work which is non-routine in nature and requires exercising independent decision making.
Experience must be clearly described on the application and must include performing a variety of clerical tasks including public contact and computer usage.
Qualifying experience is typically equivalent to the San Bernardino County Office Assistant III classification and above.
Note: Retail sales and food service experience is not qualifying. .
Desired Qualifications:
Office Specialist: The ideal candidate will have experience performing technical and analytical duties in an elections environment, have experience acting as a lead worker responsible for training other lower level staff, and have experience exercising independent judgment interpreting policies and guidelines. The ideal candidate will possess proficient/advance computer skills using standard office programs, including MS Word, MS Excel, MS Access, MS Outlook, and MS Visio. This candidate will have strong oral and written communication skills with an emphasis in customer service, as well as experience planning projects of various scales. Some experience learning and using specialized software is desired.
